I legally changed my name, and my attorney gave me a number to my state's Vital Statistics Department, where you're supposed to order a new birth certificate. I have attempted to call the number for the department they gave me several times during office hours (to

explain the situation and ask for their advice), but the line is either busy, or rings and rings and no one answers.

Update: Edit: Got some good tips, but I ended up filling out a check list to the American Consular. Also, I'm not REPLACING my birth certificate, I'm AMENDING it. Very big difference.
