I need a Birth Certificate to get ID, and need ID to get a Birth Certificate. I have neither - what can I do?

I am actually asking this for my boyfriend. He is 41 years old and has never had ID in this state, Washington, where he has lived for 10 years. He is ready to get an ID or Driver's License, oddly enough, so we can join the YMCA :) He was born in Indiana but has not lived there for 35 years. When we contacted Indiana's records department, we found that you need to show them proof of ID :( I understand why they don't make it easy, what with so much identity theft going on, but there bust be some way for people with nothing to start again! He has not had contact with his parents for 25 years, and despite attempts we have not been able to find them. I am really the only person he has, and I don't think they would take the word of his girlfriend. What can we do to prove that he is who he says, and get an ID and / or Birth Certificate? Indiana is much too far from Washington State to go to their office, so please don't tell me to go there :)

Update: Thanks to all who answered. He has no children, and in my original question I stated that there had been no contact with his parents for over 25 years, but I should have included all extended family in that. For those who wondered, he has NOT been in prison for a decade. He is NOT trying to get a false ID. He is NOT an illegal immigrant. He is NOT an identity thief. He is really who he says he is - a guy who has been "off the radar" for years. And of course there is more to the story - there is drug addiction and homelessness in our past, but nearly four years of sobriety and good rental history is where we now stand :) He no longer wants to hide who he is; He deserves to get his ID.

I did get a good course of action here - he has his Social Security Card and we live in an apartment with a lease we signed almost 4 years ago. With this, I think we will be able to get him an ID, YMCA, and we can start doing Pilates together!
